Reporting STEAM_0:0:199541101 for Rule Violation

Description of incident:

Was playing on fast food, fartchi rdmed me, I reported him, red took the report and didn't slay him even though the rdm was blatant.
1 map later I rdmed fartchi, fartchi reported me, red slayed me.
I asked red in game "why is it when I report fartchi for a very blatant rdm, he doesn't get slain yet I rdm him and I do get slain"
His reasoning was that there was only "3 people online" and he's "not going to slay when there's only 3 people on"
There was 6 people on at the time of fartchi rdming me, 8 people on when I rdmed fartchi, the difference being 2 people joined.
I pointed this out to him over voice chat and told him it shouldn't matter if there is 2 people on or 30. 
His response was "yeah well im evil, fuck you"

Obviously i dont care about the slay but more so principle. He was slaying people yesterday for accidental crossfire.
Also, bear in mind that red had been resetting fartchis karma back to 1100 after multiple rdms I didn't report and him rdming bots.
The bots weren't created for people to farm their guns by rdm just so staff can reset their karma and they can do it all over again.
