RTV Cooldown

Suggestion: After a map has had an RTV vote pass, it then has a cool down of atleast 3-5 rounds on the next voted map before an RTV can be held again. 

How will this benefit the server? Preventing players from creating a stir to RTV just for the sake of going back to a map which was just played. Seems to be a trend recently of rtving 4-5 times in a row only getting one round of a map just to go back to play a map again. As well as there is no real need to have an RTV that many times in a short period as well so shouldn't have any effect on server gameplay at all.

A cool down is probably a good idea.

Just letting you know you can not go back to the same map because of the map cool down.

Maybe I could allow staff to cancel RTV if players are spamming them.
