Does Pulse Cannon Have To Be Claimed?

This goes back a while now and I still am not sure, I got told not too long ago by a few different staff that pulse cannons didn't have to be claimed due to it being a detective weapon as well.

I even got slain a few times for killing innos with it when they didn't claim it, and there yet again I was told they don't need to be claimed. So yeah idk.
